• Median sale price: approximately $131,500, up 5.4% year-over-year as of November 2025.

As is usual in Cleveland, the story isn't one-size-fits-all across neighborhoods. 

For example, neighborhoods in the 44102 zip code like Edgewater saw median sale prices up about 2.6% year over year, reaching roughly $160,500, with homes selling in around 43 days.

Downtown Cleveland tells a different story. There, the median sale price was about $285,000, down roughly 4% year over year, and homes spent closer to 67 days on the market.

The Midwest Reset: From Second Choice to Intentional Choice

People moved between streets and spaces shaped by food, art, and maker culture, encountering the festival as part of everyday neighborhood life rather than something set apart from it.

That growth eventually pulled the festival back to another part of the West Bank down Main Avenue, where larger, more flexible post-industrial spaces offered room to stretch without losing character. Open lots, temporary structures, and repurposed industrial buildings allowed the festival to expand on its own terms, echoing a broader moment in Cleveland's evolution as the city continued to find new uses for familiar places without erasing what made them meaningful.

Last year, Brite Winter crossed the river to the East Bank of the Flats, bringing the festival into a familiar district from a new angle. Since opening in 2021, the Greenway has offered a two-mile, off-road path running alongside the RTA Red Line. It connects neighborhoods from the Michael J. Zone Recreation Center to the Centennial Lake Link Trail, following a former rail corridor that many people passed by for years without a second thought. Today, it gives people a safer place to walk, bike, commute, or just get outside.

What becomes clear pretty quickly is that the Greenway isn't something you understand all at once. You experience it in pieces. You notice which entrances feel obvious and which ones don't. You feel where the path flows and where it feels like it's still figuring things out.

A Greenway in the Middle of Something Larger

The Red Line Greenway hasn't landed the same way everywhere. Since its opening, different sections have settled in at different speeds.

In some areas, the trail has become part of daily life. People use it for morning walks, evening runs, bike rides, and weekend strolls. In other stretches, it's quieter. It feels more in-between, shaped by what's around it and how connected it feels to nearby streets, parks, or destinations. 

That unevenness isn't unusual here. In Cleveland, walkable infrastructure tends to grow in phases. Trails, sidewalks, parks, and riverfront projects are often built piece by piece. The Red Line Greenway is one part of a much larger effort to make it easier to move through the city without a car.

Because of that, many people who use the Greenway share a similar feeling. At times, it feels like it ends abruptly. That sense of being unfinished has less to do with the trail itself and more to do with the larger network still coming together around it.

Still Becoming a Network

One of the biggest conversations around the Red Line Greenway is about what comes next.

Right now, the trail ends at the Cuyahoga River, which means using a detour under the viaduct to keep going. It works, but it also highlights what's missing.

That's where ongoing advocacy comes in. Partners including Cleveland Metroparks, LAND Studio, and NOACA are working to extend the Greenway across the river and connect it to Irishtown Bend as that area continues to open and evolve.

If that connection happens, it would do more than add distance. It would link the Greenway to the Ohio & Erie Canal Towpath Trail and help close a long-standing gap in the region's trail system. It's a practical step toward making the Greenway more useful for commuting, recreation, and access across neighborhoods.

A Cleveland-Style Project

The Red Line Greenway doesn't feel finished so much as it feels ongoing. Like a lot of good things in Cleveland, it's taking time to come together. It's grown in pieces, adjusted through use, and shaped by the neighborhoods it passes through.

This Spring, the National Association of Realtors (NAR) agreed to do away with rules that have for decades caused agent commissions to be paid by the seller. This agreement will help to settle lawsuits against NAR that claim that the rules have caused sellers to pay artificially inflated costs to sell their homes. 

Right now, the seller of a home typically pays both the seller's agent and the buyer's agent commission. This settlement could potentially change that, opening up the door for the buyer to pay their buyer's agent commission if the seller isn't offering one or is offering a reduced buyer's agent commission.  While the settlement is not completely finalized, NAR has agreed to implement the changes effective August 17th and it will result in the biggest change we've seen in the real estate industry in decades. 

Two important parts of the settlement will result in changes in the process of transactions and potentially how commissions are paid to Realtors:

1. Buyers are going to be required to enter into an exclusive buyer's agreement (also called a buyer-broker agreement) with a Realtor before they can start looking  at properties. While these types of agreements have been around for a while, previously, they weren't required, but that will soon change as of August 17th 2024 and many brokerages will be implementing this requirement earlier. 
2. The multiple listing service (MLS) where properties are listed for sale will not be allowed to include any seller compensation information for buyers' agents. This does not mean that buyers' agents won't be compensated. They can still be compensated in multiple different ways, but the information can't be listed on the MLS. 

In this blog post, we're going to focus on buyer-broker agreements. Some real estate agents already ask the buyers they work with to sign an exclusive buyer's agreement, while others do not. Soon, it will become the norm and the law, and both customers and agents will have to adjust. 

Simply put, an exclusive buyer agreement is a contract between a homebuyer and their Realtor that for a set period of time they will not buy any real estate of a specific category in a specific location without using the services of that realtor in buying the property. Also, it's typically an agreement to compensate the buyer's agent for their agency in the sale. It is possible to sign a non exclusive buyer's agent agreement, but many agents may not be interested in this.  

The three basic parts of an exclusive buyer agreement are: 

1. It's for a set period of time. 
2. There's an agreement to compensate for helping finding real estate of a specific type in a specific location.
3. There's an agreement not to work with another realtor in finding that specific real estate. 

What are some things that buyers should look for when signing a buyer representation agreement? First, check to see if the time period of the agreement is appropriate. You want to make sure that your Realtor knows that you have agreed to work with them exclusively for a time period in order to get the best possible service, but if the time period is too long it may not make sense. 

Second, what compensation is the agent looking for? Agreements will set the buyer's agent commission at a certain percentage of the sale price, a flat fee or maybe even an hourly rate.  Agents can also charge a non refundable engagement fee much like an attorney charges a retainer. Realize that just because you sign an agreement saying that you will pay a commission to a buyer's agent doesn't mean that you will pay that commission. The seller on the home you purchase may still offer a commission to your agent that is sufficient to cover your agreement. Also, the seller may not offer a commission at all or it may not be sufficient to cover your agreement so you need to be prepared to cover the amount that you have agreed to in the contract. Please keep in mind that all commissions are negotiable and that includes the agreement with the agent you choose to represent you and how the seller compensates your agent when making an offer on a home. 

And third, the type of real estate or location specified in the contract is too broad and general. If you are looking in two very different locations you may want to have different agents who specialize in their respective areas. Make sure that your agreement specifies those specific locations. Another scenario could be that you are looking at a home for your family, but you are also looking for an investment property or a  commercial building for your business. Again you may want two different agents working on this, a residential for your family home and a commercial agent for your business. Your agreement should reflect the type of property that you and your Realtor will be looking for. 

These accounts offer above-market interest rates and potential Ohio state income tax deductions, making them a potentially smart choice for someone looking to save for a down payment or closing costs on a home purchase. 

So, how does it work? Let's break it down:

Eligibility Requirements: To qualify for an Ohio Homebuyer Plus account, you must:

• Be a resident of Ohio
• Be at least 18 years old
• Have a primary residence in Ohio
• Use the account proceeds solely for the down payment or closing costs of a home purchase in Ohio

Account Details: Here are some important details about Ohio Homebuyer Plus accounts:

• Must be used within five years
• Maintain a minimum balance of $100
• Cannot exceed a maximum balance of $100,000

Additionally, prospective homebuyers will work with participating banks or credit unions to apply for their Ohio Homebuyer Plus savings account. If you meet all eligibility criteria, your application will be approved, and the Ohio Treasurer's office will make a deposit at a below-market rate with the financial institution of your choice. The bank or credit union then uses the interest generated by the Ohio Treasurer's deposit to provide you with an enhanced interest rate on your savings account.

Interest Rates and Tax Benefits: One of the most appealing features of Ohio Homebuyer Plus is the enhanced interest rate it offers. Currently set at 2.57%, this Net Premium Interest Rate ensures that your savings grow faster than with traditional savings accounts. The interest rate is updated on a quarterly basis. 

Additionally, contributions made by you or certain family members may also be tax-deductible from your Ohio income tax, providing even more incentives to save for your dream home.

How to Participate: If you represent a financial institution, you should email CDprograms@tos.ohio.gov to obtain more information.

If you're ready to take the first step towards homeownership with Ohio Homebuyer Plus, simply reach out to a participating financial institution in Ohio. They'll guide you through the application process and help you open your account. The list of participating financial institutions as of June 10, 2024 can be found here. 

Now, the city has changed that policy, lowering tax abatement in strong market areas like Ohio City or University Circle while keeping it the same in weaker market areas like Fairfax or Clark-Fulton. Cleveland wants to encourage equitable development across neighborhoods while fighting inequality, and they believe they can do this by using tax abatement as a tool. The idea is that places like Ohio City have enough housing demand that they don't need 100% tax abatement in order to attract homebuyers anymore, while areas with lower home values need the full tax abatement to spur redevelopment, and offering it will help jumpstart these markets. 

Here's a breakdown of the key changes and how they affect homebuyers and homesellers. 

Timing

• The new tax abatement program went into effect January 1st, 2024. Because lots of projects were grandfathered into the old policy, we probably won't see the full effects of this until the coming years.  

Eligibility

• To be eligible for tax abatement, projects must still have a permit issued by the city, meet the city's green building standards, and be issued a Certificate of Occupancy.

Abatement values 

• For single-family projects, abatement can range from 85% to 100% of the enhanced value, and up to $350,000 for new construction and $450,000 for rehabilitation.
• Multi-family projects vary between 85% and 100% abatement, with all projects required to set aside units affordable to families making 100% of the Area Median Income based on the applicable Community Reinvestment Area (CRA).
• Bonus: Single-family projects may qualify for 100% abatement if they meet Age-in-Place building criteria. This typically means things like first-floor bedrooms, accessible design and more. Developers must submit architectural plans and a completed "Age-In-Place" checklist for review by the Department of Community Development.

Geography

For its new tax abatement policy, Cleveland has divided the city into three different areas (click here to view the map showing these areas): 

• Market rate neighborhoods offer 15-year, 85% tax abatement. These areas include downtown, Ohio City, West Park, most of Detroit Shoreway, Tremont, parts of Glenville adjacent to University Circle, Little Italy, Larchmere, and the Mill Creek section of Slavic Village. 
• Middle Neighborhoods offer 15-year, 90% tax abatement. These areas include much of the far west side including Cudell, Jefferson, Bellaire-Puritas and more; Old Brooklyn, parts of Brooklyn Centre, and a sliver of Clark-Fulton; the Lee-Harvard area and parts of Shaker Square.
• Opportunity neighborhoods offer 15-year, 100% tax abatement. These areas include much of the east side, including Kinsman, Mt. Pleasant, Union Miles, Slavic Village, the Industrial Valley, Central, Fairfax, Glenville, Hough, South Collinwood, North Collinwood, and Forest Hills. On the west side, opportunity neighborhoods include Clark-Fulton, Stockyards, Brooklyn Centre, and parts of Cudell, Jefferson, and West Boulevard.

Additional features of the program include: 

• A cap on for-sale housing: The first $350,000 of sale value will be abated.
• Community Benefit Agreements for multi-family developments. These vary but require developers to use their project to benefit the community in some way (for example, creating a walkway or small park that community members can also use). 
• Green Building Standard continues to apply. This means all homes have to be built to the city's Enterprise Green Building standards. 
• Enforcement of Tax Abatement Termination for neglected or delinquent properties. If a property has code violations or is delinquent on taxes, the owner can lose tax abatement. 
• Developers of apartment buildings must either set aside affordable units or contribute to a housing trust fund to incentivize equitable housing in other projects.

Overall, these changes aim to promote both growth and equity in Cleveland's neighborhoods. The risk, of course, is that they dampen housing and population growth in the city, and that they're confusing and punitive to homebuyers and sellers trying to transact in the city of Cleveland. Need To Know, Part II:  How does Cleveland's Residents First legislation affect landlords and commercial property owners? 

With the city of Cleveland's passage of its new Residents First legislation, the regulations around owning property are about to change. Starting next month, all owners of non-owner-occupied residential properties must pay registration fees for each of their properties in Cleveland. (Learn more on the city's website or read the entire legislation package.) 

(We previously recapped five things you need to know about Residents First – the city's new point-of-sale legislation – on our blog here. Residents First does not apply to owner-occupied 1-3 family properties.) 

If you're a landlord, you'll also be required to have a certificate approving rental occupancy in order to "rent in good standing with the city and be compliant with the new legislation," says the city's website. 

To get the certificate, landlords and owners of vacant property must provide additional documentation. First, if you're an out-of-town landlord, you'll need an affidavit naming a local agent in charge. Second, you'll need to show proof that you're current with your taxes or have  an established payment plan. And third, you'll need to show that your property is certified lead safe. 

Let's break down what each of these items mean for landlords and owners of vacant property.

Local agent in charge

This requirement only affects property owners who live outside of Northeast Ohio. This means if you live in Cuyahoga County or a contiguous county, this doesn't apply to you. 

What is a local-agent-in-charge? The city of Cleveland says it's "someone who can be held liable for any violations in place of the owner if the owner is unable to be located." Basically, the city wants to know there's someone locally who can be held accountable for problems that come up with rental properties. The city will provide an affidavit form to be signed by the owner and local-agent-in-charge. Both parties will need to provide a copy of valid photo ID. 

Property taxes current

To obtain the certification, you must pay your property taxes on time or have a payment plan in place you're keeping up with. If you're having trouble paying your taxes, the city recommends contacting County Taxpayer Services to set up a payment plan by calling 216/443-7400, Option 1. Or visit the Cuyahoga County Treasurer's Office for more information. 

Lead safe compliance

The city's lead safe ordinance aims to remove lead hazards from rental properties. Any residential rental units in the city that were built before 1978 now have to be lead safe. Property owners can obtain a two-year or twenty-year certification, and any lead hazard control orders – basically, open violations – issued against the property have to be corrected and closed before a lead safe certificate can be issued. 

To obtain a certification, rental property owners must pass a Lead Clearance conducted by an independent, certified lead safe worker, according to Lead Safe Cleveland. A clearance examination costs $250-500. 

More requirements

Here are a few more things to know about the ordinance affecting non-owner-occupied residential properties. 

• Violation free: The property can't have open code violations. 
• Compliant with fees: You can't owe the city any outstanding money. 
• LLC properties: You have to prove your LLC is in good standing with the state of Ohio. 

And for owners of buildings with four or more units, there are at least three more requirements: 

• Utilities must be current: If you're paying utilities in a multi-unit building, you have to show they're paid up. 
• HVAC certification: Owners of multifamily buildings must have their HVAC systems inspected annually. 
• Bond: According to the city, vacant commercial properties also require a $5,000-15,000 cash bond upon registration.

Penalties

What's the enforcement mechanism? Beyond taking owners to housing court, which can be a lengthy process, the city now has the ability to issue civil tickets with a $200 fine per infraction. The fine will be assessed to the tax duplicate if unpaid. There's also a $50 fee for late payments. Civil tickets can be issued for things like maintenance of exterior walls and roof, smoke detection and alarm systems, pest infestation, and lead-safe certification requirements.

Cities created point of sale inspections decades ago to make sure buyers and sellers are aware of needed repairs, help them make corrections, and keep their housing stock in good condition. Point-of-sale inspections are different from private home inspections. Private home inspections are optional, might not cover the same items as a municipal home inspection, and do not require buyers or sellers to make repairs. Point-of-sale inspections are mandatory and typically require either the buyer or the seller to address the repairs. 

Most point of sale inspections fall into one of two categories – exterior-only, or exterior and interior. There is usually a fee to complete the inspection, and this fee is paid by the property owner. Additionally, the owner of the property typically has a set period of time to make the repairs – for example, one year. When a property is being sold, oftentimes the buyer can assume some or all of the violations, meaning that the buyer is responsible for fixing them after they purchase the property. 

Some cities, namely Shaker Heights, University Heights, and Cleveland Heights, also require either the seller or buyer to place money into escrow for major repairs. This money, which can be up to 150% of the value of the needed repairs, is placed in an account with the municipality in order to ensure that the repairs are completed properly and the work is done to code. These types of repairs might include roof work, painting, pointing a chimney or fixing a cracked or broken driveway. Building departments usually won't sign off on violations until they're completed. 

Let's take the city of Cleveland Heights as one example. The city's website states that owners of real estate in Cleveland Heights – including single-families, two-families, apartment buildings, condominiums and commercial properties – must obtain a "Certificate of Inspection" (another name for point of sale) before entering into an agreement to sell a property. The seller is required to provide a copy to the buyer, and it's valid for one year. If the seller fixes the violations, they must provide a Certificate of Compliance showing violations were corrected, if that's available, before the contract is executed. 

There's also a cost in Cleveland Heights – it's $200 for the first unit and $50 for each additional unit. For example, a single-family home would cost $200, whereas a two-family residence would cost $250, and a four-unit apartment building would cost $350. 

Here's a list of the cities that require some kind of point of sale inspection that Progressive Urban regularly does business in, and a link to the city websites where you can find more information. If a city is NOT listed here, it's because they don't require a point of sale inspection.

After much debate, the city of Cleveland just passed a new ordinance requiring vacant homes in the city to be registered and have the exterior inspected before they transfer to a new owner. How's this going to impact you? This is a major change that's going to impact buyers and sellers in the marketplace, and Progressive Urban is here to help you navigate it. 

The new ordinance (which the city calls Residents First) ONLY affects vacant, 1-3 family properties. This means, if you're an owner occupant or a landlord with an occupied property, it won't affect you. If you own a vacant property that's not currently for sale, or if you're buying or selling a vacant property that fits this criteria, here are five things you need to know. 

1. If you're selling a vacant residential property, you have to get a free exterior inspection by the city before you transfer it to a new owner. If there are code violations, you or the new buyer have to fix them. Typically the city will give the new owner six months, but if they're making progress, that can be extended. The exception is hazards and public safety issues, which have to be addressed in 10 days. 
2. Owners that don't address these code violations can be given civil tickets and fines and brought into housing court. If an owner is trying to sell a property, gets an inspection, and it doesn't sell, the owner is still responsible for fixing the violations on the property. 
3. All owners  of vacant residential 1-3 family properties, regardless of where they live, must register them with the city at a cost of $70 per unit. Upon registration of vacant property the city may come out and inspect for exterior code violations.
4. If  you're an out of town owner of a vacant residential 1-3 family property, then you must assign a local agent in charge (basically, someone in Northeast Ohio to be your point person for problems or complaints). 
5. In order for a vacant property to be occupied the owner must apply for and obtain a certificate of correction be issued upon correction of all vacant building violations at that property.

Who does this ordinance affect? 

The city estimates that the ordinance affects about 6,972 of the city's total 117,564 properties. About 1,200-1,400 of these are sold annually, it says. 

When does it go into effect? 

The   city's goal is to have this program up and running six months from the passing of the legislation which would put it in the month of August 2024.  After hearing complaints from Progressive Urban and the Akron Cleveland Area Board of Realtors, the city made several changes to this ordinance to make it more practical for owners and to try not to drive away responsible investors and homebuyers. However, it remains to be seen how it works in practice. The city is staffing up with a team of 5-7 inspectors to complete 5-6 inspections per day, it says.

Founded and helmed by local artists for the past 15 years, the ironically-named Brite is back this year with three dozen acts on five stages in the Flats West Bank. It all goes down Saturday, Feb. 24 from 3 pm to midnight, and as usual there's a lot to check out. You can't go wrong for $12, which is about half the cost of a cover band these days.

5. Myth: Condos and Townhouses Are Cheaper
   Condos and townhouses often come with lower asking prices than similar-sized houses, but that doesn't necessarily mean they're cheaper. These communities often charge mandatory HOA (homeowners association) fees on top of your monthly mortgage payment. These fees can be significant and cover things like snow removal, landscaping, and in some cases, roof repairs.
   
   
6. Myth: You Shouldn't Shop In The Fall And Winter
   While it's true the real estate market is seasonal, it doesn't mean you won't have success shopping in fall or winter.
